Honorary Consuls that have retired, resigned from their roles will become Honorary Consul (Emeritus) with\u00a0<span class=\"il\">Diplomat<\/span>\u00a0Ireland. There are two roles, Honorary Consuls or Honorary Consuls General.<\/div>\n<div><\/div>\n<p>&nbsp;<\/p>\n<div>Honorary Consuls are an important element of\u00a0 a State\u2019s global engagement. The functions, privileges and immunities of Honorary Consuls are set out in the Vienna Convention on Consular Relations, 1963. The Diplomatic and Consular Relations Act, 1967 gave the Convention the force of law in the State and enabled Ireland to ratify the Convention the same year. Up to 100 foreign governments have Honorary Consuls appointed in Ireland at any\u00a0given time and it is estimated that there are over 300 Honorary Consuls that have served foreign governments in Ireland since the first appointment was made. The serving Honorary Consuls \/ Honorary Consuls General are listed on the Diplomatic List which can be accessed at\u00a0<a href=\"http:\/\/www.dfa.ie\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=http:\/\/www.dfa.ie&amp;source=gmail&amp;ust=1636794419922000&amp;usg=AOvVaw20-k8_PfCqUMcKJbCKecG_\">www.dfa.<span class=\"il\">ie<\/span><\/a>\u00a0The list of former Honorary Consuls \/ Honorary Consuls General is currently being researched by\u00a0<span class=\"il\">Diplomat<\/span>\u00a0Ireland.<\/div>\n<div><\/div>\n<p>&nbsp;<\/p>\n<div>Ireland has an extensive network of approximately 100 Honorary Consuls or Honorary Consuls General throughout the world. While the roles and functions performed by honorary consuls can vary, they are generally appointed to provide consular services and assistance to Irish citizens in a specific geographical area, particularly in countries where there is no resident mission, and they also assist with trade promotion, in consultation with their supervising Embassy.<\/div>\n<p>&nbsp;<\/p>\n<div>\n<p>Decisions on the establishment of Honorary Consulates are taken by the Minister for Foreign Affairs having regard to our objectives to;<\/p>\n<blockquote><p>(i) provide consular services and\/or assistance to Irish citizens;<\/p>\n<p>(ii) support local Irish community efforts; and<\/p>\n<p>(iii) assist in the development of trade and economic relations with the country or region concerned.<\/p><\/blockquote>\n<p>These criteria are also considered when deciding on whether to replace an existing honorary consul when he\/she is retiring. Appointments of honorary consuls are always subject to the approval of the host country Government, having regard to its rules and procedures.<\/p>\n<p>The appointment of an Honorary Consul is an honorary one, unsalaried and non-pensionable. Each honorary consul is entitled to an honorarium (currently \u20ac1,125 per annum) to cover their out of pocket expenses. They may also retain half of the consular fees they collect, to offset the cost of providing such services and can reclaim certain communications costs incurred as part of their service delivery. Honorary Consuls are appointed subject to terms and conditions. They are required to maintain accounts and submit these and an annual report to the Department and to comply with Irish data protection requirements.<\/p>\n<p>Honorary Consuls \/ Honorary Consuls General for a foreign government are nominated for appointment in Ireland by the government of the sending State to the government of the receiving State. Acceptance of any appointment is by the Minister for Foreign Affairs and government of the day.<\/p>\n<p><span class=\"il\">Diplomat<\/span>\u00a0Ireland will honour all Honorary Consuls \/ Honorary Consuls General that are no longer serving in their roles with the title of Honorary Consul (Emeritus), as a means of recognising their contribution, their commitment and dedication to serving during their term.
